Yep sorry - I may have not made my prejudices entirely clear. I was being
biased against submitting papers to undergraduate online-only journals
when there are print UG and online PG journals around. Not for a minute
suggesting that all online-only resources should be avoided (though I do
have my doubts about this method of publication in general as a future for
philosophy).
And I especially didn't want to slag off the PJA - nor any horse-related
articles that may appear in it!

It's a good read.
It is still true that some 'pro' journals do not allow citation of
online-only materials, though. At least according to their instructions to
authors (sorry, boring editorial research geekery again). The way around
this in the future may be to ISSN the online journal - this is now allowed
for under the ISSN scheme - so that there's no need to include URL
information.
